Again, more evidence for toward my theory.
Wired News: 007 Spacesuit Found in Storage:
The space agency said the suits were used to train Air Force astronauts for a 1960's spy program involving an Earth-orbiting space station known as the Manned Orbiting Laboratory. The station never got off the ground and the program was canceled in 1969, according to NASA.
If they were working for the Cold War machine then, who knows what they are working for now.

Two words: Operation Paperclip.
During the 50's-60's, there was no financial reason to go to the moon or beyond. Any Corp is beholden to its stockholders - they couldn't invest in a losing proposition. Any private firm had no economic incentive either. At the time there was just no money in it. The only entity that could stake that kind of money (for not monitary return) was the government.
The government stepped in because it had two things to gain from the project: Outdoing the Russians and acquiring scientific information that could be used by the Military - (rockets just being the most obvious - for the delivery of nuclear payloads and spy satellites). and the Space Race was on. And thankfully it did! because NASA turned out a number of unintended products that we use today. (corningwear is one)
NASA was built and run on science, but it was still beholden to the Government and the Military (they footed the bills afterall). Nearly every exploration on this globe was underwritten by government with the hopes of gaining something - trade routes or raw commodities. And pure science is (IMO) poppycock, because all science has some practical economic application sooner or later. Even quantum became economically relevant with the advent of advanced computer chips - for predicting the behavior of electrons in the circuit.
Only recently did private space flight become economically feasible (and a lot of that had to do with the X-prise) so that young company's could look to a time when a profit could be turned: hydrogen mining on the moon being one. As it becomse feasible to make space enterprises market friendly, I think you will see NASA loose those government contracts and the whole endeavor will be lost.
I think your theory is a little short sighted.
